She is showing off her wedding ring and is wearing a 7th Cavalry hat and an Eagle officer's belt buckle. She is wearing clothing typical for a woman in the 1890s which means that her Civil War soldier husband was much older than she was.
It wasn't uncommon for younger women to marry older soldiers to receive there pensions. A photo with depicting such a thing is extremely rare. Included with the photo is my research notes that I conducted on the tintype. The tintype is a sixth plate and measures about 2.25 x 3.5 inches.
