1860s Civil War Ambrotype 1/4 Plate Soldier Sailor Rubber Overcoat Hood Frame

Here is a 1/4 plate ambrotype (no mirror effect) with 2 men, each wearing what appears to be a rubberized India rubber? Overcoat with hood or "sou'wester"? Peeking out from underneath the collar of the man on the right is what appears to be the top of a uniform jacket.

There is only one half of what should have been an original frame case, and the hook closure is still intact. What appears to be original paper is behind the plate and frame. The frame looks identical to one in the Liljenquist Family Collection of Civil War Photographs (the one with three soldiers holding a 34 star flag); you can see it at the Library of Congress's website. Is this a USMC Marine?
