Born in November 24, 1919, in Dnipropetrovsk city (Ukraine). Member of the Union of Artists of USSR. The Father of Honored Artist of Ukraine Andriy Yalansky. 1955 graduated from the Kiev Art Institute (now NAOMI - The National Academy of Fine Arts and Architecture), class Kasiyan Vasily and Anton Sereda. Major works of Victor Yalansky: posters, monumental and decorative panels in the themed hotel "Dnepropetrovsk" in Dnepropetrovsk city, in the same place on the front of the middle school, in the children's sanatorium in Skadovsk at the Palace of the miners in Pervomayskt (1971) and others.
